Previously, I recall having to wait several minutes for upmpdcli to start, but now just does not show up after waiting at least 10 minutes.

Go to the LMS web portal, click on settings, and go under information. Confirm the DLNA renderer is not in there, and then check the log files and find out why.
Also, the wiki hasn't been updated, and the error checking isn't fool proof, when you turn on Upmpdcli, you have to select a MPD to go with it as well, and then configure. Unlike the old times where you only start upmpdcli+LMS, it's upmpdcli+LMS+Some_MPD.

Usually when the player is being used you can't uninstall the application from the WebApp. But you still can uninstall it manually from a session, and that might be an issue..
